National Social Protection Strategy 2025-2030

The Government of Malawi, through the Ministry of Finance, Economic Planning and Decentralization, is pleased to present the National Social Protection Strategy (NSPS) 2025–2030. This five-year Strategy represents a renewed commitment by Government to address poverty, vulnerability, and inequality by strengthening and expanding the national social protection system. The Strategy has been developed following extensive consultations with stakeholders at national and district levels, complemented by insights from relevant empirical studies and international best practices. It sets out clear priorities and strategic interventions to ensure that social protection in Malawi evolves into a more comprehensive, inclusive, and shock-responsive system. The approach adopted in the Strategy reflects a lifecycle perspective, recognizing the distinct vulnerabilities that Malawians face at different stages of life, from infancy through old age.

Malawi Social Protection Research Agenda

The Malawi Social Protection Research Agenda (MSPRA) is a sector-specific extension of the National Research Agenda (NRA), developed to support the achievement of the Malawi National Social Protection Strategy (MNSPS) 2023–2028 through evidence-based policy and practice. It has been commissioned by the Poverty Reduction and Social Protection (PRSP) division of the Ministry of Finance and Economic Affairs (MOF EP&D), in support of the United Nations International Children's Emergency Fund (UNICEF). It aims to translate broad national research priorities into concrete areas of inquiry aligned to the National Social Protection Policy (NSPP) 2024–2029 and the Malawi National Social Protection Strategy’s (MNSPS). The sector's ongoing transition to a lifecycle approach, and the complexity of the challenges it faces, make this focused, sector-level response both necessary and timely.

National Social Protection Policy 2024-2029

Malawi's National Social Protection Policy (NSPP) 2024–2029 provides a comprehensive framework to reduce poverty, manage lifecycle risks, and build community resilience. It replaces the older 2012 National Social Support Policy by expanding traditional cash transfers into a wider, holistic system. Seven Key Priority Areas Social Safety Nets: Strengthens core social assistance programs like the Social Cash Transfer Programme (SCTP), public works, and school feeding. Resilient Livelihoods: Focuses on building household capacities for sustainable income generation. Nutrition-Sensitive Social Protection: Integrates nutritional support to combat deficiencies and improve health outcomes. Shock-Sensitive Social Protection: Prepares communities to handle cyclical climate shocks, droughts, and economic crises. Social Security: Expands benefit coverage and quality across both formal and informal employment sectors. Enabling Environment: Strengthens institutional frameworks, coordination, and domestic financing. Cross-Cutting Issues: Addresses gender equality, disability inclusion, and climate change
